I'd say that Private Detectives, Police, FBI, etc, exist to help you
discover stuff, or keep law and order.
It is impossible to successfully forbid anyone to commit a crime.
If a violation happens, there are courts. Use them. If it is anonymous,
complain against anonymous (PIs, Police, FBI, etc?).
