[License-review] Adding the curl License

Thanks Christoph for bringing it up again. 

On a side note, for those who might be unaware, more than an approval forum (yet surely part of the approval mechanism), this can be better described as a submissions and peer review forum. The approval and non approval of licenses is taken by the Board, upon a suggestion made by the Licensing Committee, taking into account the received feedback. 

Incidentally, it helps when other voices chime in to bring licensing wisdom, not just the usual suspect who are also on the Licensing Committee ;-)
