[License-review] Adding the curl License

Dear OSI License-Approval Forum,
I’d like to bring up the curl license again. The first reports on this
topic emerged in early February.
I’ve received some positive feedback, with the note that this is a
license that falls under the legacy category.
Unfortunately, I’m not sure what the next steps are.
