[beyond-licensing] next steps for Beyond Licensing?

I've got no objection to that, but I admit I'm not optimistic - taking a
quick skim through the archives, it definitely seems like we did not limit
ourselves to legal topics at the beginning, so I doubt a rename addresses
the core problem of interest/time.
