Agreed, though I think of 'invalid' and 'rejected' as being
significantly different - 'rejected' to me signifies the Board voted on
a license and did not approve it. 'Invalid' to me seems like a much less
formal determination that a submitted license did not meet the
procedural or substantive criteria for being considered.
