+ 1, this is exactly what some of us had argued and hoped for, thanks and kudos to the code.mil team for hearing it and fingers crossed that this approach is adopted broadly.

It gives some baseline certainty for non-.gov contributors, non-US entities, and US entities that are satisfied with a baseline set of FOSS rights.
