[License-review] New License for review: ADVPL 1.0

Thanks for submitting this license.

I think the tenets should be included in a preamble instead of as "conditions": calling them conditions makes the license confusing and vague. Additionally, the license should be modified to make clear that the preamble is non-operative.

Some people on this list have expressed that some non-operative preambles could preclude a license from being OSD compliant. I don't think I agree with that conclusion but you should be aware of that.
