[License-review] For approval: The Cryptographic Autonomy License (Beta 4)

Using the convinced works exception would be similar in effect (not exactly
the same, but similar) to what exists in the Linux kernel today.

Without the exception, it would be more similar to the Joomla or WordPress
ecosystem (again, not exactly, but similar).
