[License-review] For Legacy Approval: OpenLDAP Public License

I wouldn't assume anything other than an error. But if anyone has any
information confirming it was listed, or confirming that it was
delisted, that would be very helpful.

I note that the SPDX page has 16 versions listed. So maybe it had to do
with versioning?
