Some of it is just training new participants.

There may someday come a court decision that forces us to revise many
licenses, and thus accept many new ones. If we were to accept 10 new ones
this year without some compelling legal disaster, it would probably be an
overall detriment to the community. So, I'm not sure we really need this
process to be more efficient.
