It was your analogy.  I merely extended it.  But I didn't
take it literally in your original form, either, because
there is nothing close to law here to make.

My point is that it isn't externally clear _how_ OSI goes
about this process.  A high proportion of license
submissions turning into discussions of the process and how
to clarify it is symptomatic.  And wasteful.

I think we both agree that learnings on predictability and
legitimacy from law could help there.
