I strongly second McCoy's proposal to make the policy
explicit, whatever it is. And I'd extend to any rule by
which OSI decides that's concrete enough to call a policy.
But I'd stress here, as others stressed to me during my own
submission, that it's not necessarily about OSD. As a
general matter, I'm told, licenses can conform to OSD and
get the boot.
There are documented proliferation reasons. And there is an
undocumented crayon rule, hinted in the submission format.
But there are also reasons which, for lack of a better word,
you might term "policy positions". Others have put it
differently: that approval requires consensus, and any
participant can object at their discretion. OSI can either
own the last publicly, or rehash it privately, over and over
again, in responses to a slow parade of honest but doomed
submissions that waste everybody's time.
