[License-review] Request for approval of the Non-Coercive Copyleft Licence (NCCL) 1.0

All:

At this point, four people have spoken against the NCCL1.0, and two have
questioned specific provisions of the license.  Nobody on this committee
has spoken in favor of it.

Therefore, I believe "rejected" is the correct status.  Whether or not
Mr. Makarios' general idea is valid, this specific license text is not
going to be approved.

Given that, any further discussion on the license should happen on
license-discuss.
