[License-review] Request for Approval of Universal Permissive License (UPL)

These changes are also being surfaced at the JCP of course, and there will be only one version once finalized (which I hope this now is - seems we've hashed through all the questions here, philosophical debates about the merits of sublicensing aside), but I do not believe these tweaks will be controversial there for the obvious reasons.
