[License-review] Request for Approval of Universal Permissive License (UPL)

Thanks for your patience, Jim.

I note that the most recent JCP minutes say UPL will be apparently
preferred for Open Source-licensed Reference Implementations:

Is that this version of UPL then? :) It's important to have an anchor
tenant, so to speak, and this would appear to address/resolve that concern.
