How best should IPA address the distribution of the native file?
 
1) would it be better to mandate that, if you ever have a native file,
you should distribute such native file;  or,
2) would it be sufficient to ask that, if you ever have a native file,
you may (or are recommended to) distribute the native file.
 
Either way, we would like to make clear that if there is NO native file
for the changes you have made, then no requirement for native files.
 
Let us know, and we will try to revise the license accordingly.
