I wonder why the ISC licence, my other submission in 2006, was
now (in 2008) accepted, then? It doesn't even have this feature
(OKD conformance) _and_ has questionable language ("without fee"
vs "with or without fee", and "and" vs "and/or").

It no longer does, as these are discouraged. I mentioned that and even
included the link to the diff which removed the text in question:
