No, in fact this shows the opposite. The CAL's conditions trigger when
someone communicates a work, in whole or in part, to another person
(technically, a non-Affiliate third party).

If you do not put the work or some part of the work into another person's
hands, you can do literally anything you want with the software. Name it,
you can do it. No requirements, no obligations.

The use of "private" in this context reflects the concept that this broad
permission is personal to a licensee. Otherwise, if you distribute copies
of such a program... you must pass on to the recipient the same freedoms
that you received."
