Do download sites violate GNU GPL programs?

If they are on sourceforge, but not providing source, tell sourceforge, 
and they will almost certainly pull the package.  For most packages on 
sourceforge, if you choose download you get only the sources.

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
