OSI enforcement? (Was Re: Microsoft use of the term "Open Source")

"Compel" is such an ugly word.  While governments may have a monopoly
on legitimate violence, violence is not the only way to change
people's behavior.  The one way is to persuade them.  A better way is
to convince them that they always knew it was a bad idea to misuse
"Open Source".
