I believe that violates item #1 (free redistribution) of the Open Source
Definition (http://www.opensource.org/docs/definition.php).

Do you have to *require* people to contact you? Would it be enough to
ask (outside of the license) that they contact you?

Subject: License Approval

Hi,

As part of an NSF funded project and the University of Alabama, I have
been working on an educational game. We would like to post the software
on the internet as open source but would like to make sure that if
someone else is to use our code and publish it in either the original or
altered form, that they contact us about it. What steps do we need to
go through to ensure this?

Thanks,
Ryan
