pruning "dead" licenses

Indeed.  But if they're using the license without claiming OSI
Certification, do we really care?  That's Rod Dixon's concern -- that
by withdrawing approval of the license we may inadvertantly strand a
user of the certification mark.

Once published, never forgotten.  They can always re-submit it for
re-approval.  Easily granted.

Well, yes and no.  It's to inform everyone of the programs which may
use the OSI Certified trademark.
