1. You cannot proce that the license is no longer used. There can be 
someone in the World who uses it.
2. Even if the license is not used any more there can be someone who will 
use it in the future. It may by the best license for the person.
3. I understand that the idea of the list is to inform everyone which 
licenses are OS.
