discuss about new liscence : PAL

hello,
after a friend on mine getting some trouble with the GPL, I tried to 
find a liscence that suits my whishes :
-> keep the developement "free"
-> can have some influence on the way the package is developed
-> fix the issue of my friend that was deconnected for a month and at 
his come back everything (projectname, home page at savanah, forum, 
repository...) taken away by a "maintainer", he could only get the 
repository back and the name since he was the orignal writer.

after looking at opensource liscense I find that the only license that 
give some "artistic control" is the artistic liscence
but this liscence didn't suits me because it don't allow someone to 
become a new maintainer of the project ( you will say that I'm not 
coherent with previous sentences, but I've nothing against someone 
continuing my work, I'm simply against the fact that I can't get back 
the work)
and because I can't write down my whishes to orientate the work in my 
vacation

I'm a unix user and find that the beauty of unix lay in the fact that 
unix inconstituted in small tools that do a precise work, each tools 
used separatly do nothing interesting, but when you puzzle them 
correctly you have the greatest result

that why I wrote the PAL : Public Artist License

I'm here to discuss about it and try to fix what is against Open  Source 
concept.
