But the terms you want are copyleft.  You can change the name of the 
license, but if what you want is copyleft, that's what it is.

A unitary copyright holder can *always* grant exceptions, regardless of 
the text of the license.

An inherited copyright holder never can.

If you want to create a new copyleft license, then you'll definitely 
need the help of an attorney.  And I don't recommend creating a new 
license because there's nothing in what you're trying to do that's not 
already covered by existing licenses.
