That is not the domain of the Open Source Initiative, though. Creation of a legal framework whereby a work can exist in the public domain but have restrictions on its use would need to happen in the governments of the jurisdictions where you desire this to be possible.

Copyleft wasn't a new legal framework, it was a novel (possibly) application of a framework which already existed, copyrights. Since the existing legal framework known as 'public domain' means literally that the work has no owners and no entities have any control over it, it is not compatible with your desire to offer a restricted public domain dedication.

You're certainly free to pursue this idea in a relevant forum, but it seems clear to me that the responses so far on this list, from practicing attorneys in the open source licensing community, indicate that your proposed license isn't going to be feasible as it is constructed.
