[License-review] Approval: Blue Oak Model License 1.0.0

For some reason, submitter did respond recently, but only directly to me (and not on all the points I raised).

Since I think responses need to go to the whole list for consideration, I’d suggest submitter respond to the whole list or be deemed non responsive.
