[License-review] New legacy license for approval: BSD-1-Clause

Seems like this should be an obvious case to approve?
For reference, the text that is omitted vs 2-clause BSD seems to be: "2.
Redistributions in binary form must reproduce the above copyright notice,
this list of conditions and the following disclaimer in the documentation
and/or other materials provided with the distribution."
