[License-review] Retire CUA-OPL-1.0

Just an update...
I've moved the CUA Office Public License Version 1.0 (CUA-OPL-1.0)
from, "Non-reusable licenses" to. "Licenses that have been voluntarily
retired" (https://opensource.org/licenses/category) and added the
standard text, "The CUA Office Project has ceased to use or recommend
this license."
