The license does not suppress any fork. It just avoids some odd
bureaucracy and asserts that contributions can be used as such. There
must be some outperforming advantage in the leadership of the original
author so that people will care about snooping and signing an extra
document when they just want to apply a small change (like f.i.
distributors commonly do). That will not only make life easier to me as
an original author but also for other distributors since I may collect
useful changes in one place.
