I see this as one major obstacle to approval. The reasons have been
stated quite clearly, no use to rehash them again.

Either you make this reciprocal, or it is highly discriminatory. There
is no workaround that I can see if on special rights are granted to a
special group of people and are not made available to everybody else
even in an unmerged fork.

If the same rights to change the license are given to another set of
"original authors" (which might or might not include the original
authors of the forked out project) then it might be compatible with OSD
and non discriminatory. I have not thought this very through, just
suggesting directions where concerns can be resolved or clarified, on
the top of my head and trying to interpret what you are trying to achieve.
