I was going to point this out, but Mike beat me to it. MPL 2.0 was GPL
compatible by default for _new_ uses, and for upgrades where GPL or LGPL
was one of a set of multiply-licensed options (as it was for the Mozilla
codebase).

EPL 2.0 is not GPL compatible by default for new uses. There's no legal
reason it couldn't be - you'd just have to reverse the way the added
text worked, so you added text if you _didn't_ want GPL compatibility,
or if you were upgrading from EPL 1.0. But that's not the way the
current draft works. (Note: "no legal reason" != "no reason" :-)
