[License-review] Outstanding license submissions

You'll be pleased to know that improving the license review process came
up as one of the top 4 goals for the next year in the board f2f meetings
last month. And, Richard took the lead role on our legal team, which is
why he was digging back through the history (it wasn't solely a random
act of goodness, though he *is* a good person, known to do randomly good
things).

An issue tracker is one option we've discussed for tooling. Also, Paul
Tagliamonte put together a prototype of a tool more specifically focused
on license review. It would both list licenses currently under review
with their status, and also provide a commenting interface similar to
what the GPLv3 review process used. That wouldn't replace discussion on
the license-review list, but it would provide a more structured way to
annotate a draft license for changes, and a more accessible record of
the changes that were requested.

One question for me is whether we should start a working group
specifically for the purpose of improving the license review process, or
just discuss the options as they come up here on this list. Any thoughts?
