[License-review] Outstanding license submissions

I was thinking the same. From reading this list there have been
several submissions where discussion has happened and concluded, and
we can only assume that the board would pick up from there, but
there's no visibility that it ever happens. Also, in hindsight, there
were never any announcements that a license had been decided upon by
the board (whether approved or rejected).

Often there have also been discussions where I think issues have been
raised on the mailing list, but they were not strong objections. For
example I have raised such issues wrt the UPL license. In such a case
I would expect a board director to pick up such discussions, maybe
approach the submitter to elaborate or consider alternatives, then
present both pro's and con's to the board for decision.

Personally I don't know if an issue tracker is a solution to the
problem or not, at least the discussion is best kept on the mailing
list. It seems to me the board collectively, or a nominated person,
needs to step up and take more responsibility for managing the license
review and decision process. Whether that person wants to use an issue
tracker or other tool is not really my concern.
