[License-review] For approval - Russian Permissive Free Software Licence

Vladimir,

You can ignore this message (at least for now) since I meant it to be
superseded, in a sense, by my later more general message, which is why
I (as a moderator of license-review) didn't let it go through. :) It
was a case of proceeding through the license text, noting some
questions or comments I intended to post seriatim, and then realizing
that I had a more general concern I needed to articulate first.
