[License-review] Svoboda for Approval

Hello,

I would like to submit my license for approval. It is very short and
simple. It can be applied to any work. It is similar to WTFPL,
but it has nicer words. This license tries to do the same as
releasing into the public domain, but public domain varies
with the jurisdictions.
