Right at the top of the page is a link to 'Legal Code'.

That is not CC0.  That is a prefatory set of documentation that I assume
eventually gets readers to CC0.

I found CC0 itself by Web-searching.

If you would like to suggest to Creative Commons that they improve their
Web site, please write to Creative Commons.  I am not Creative Commons.
