FWIW, I think CC may be considering doing this.  If and when they do
submit, I'll follow up with some thoughts on why I think CC0 is worth
evaluating for approval (despite the license proliferation cost).

Thanks, Carl Boettiger, for the initial submission.  If CC were to ever
make it clear that they *weren't* planning to submit the license, I
think we'd pick up your thread again.  After all, the requirement that
the originator of a license be the one to submit it is not a hard
requirement, it's just a tradition that we've kept because it's a good
filter.  But in this case, my guess is we'll be able to adhere to the
tradition and still evaluate CC0 eventually :-).
