Hi all,

isn't it possible that the submitter has simply an old fashion (perhaps
more relaxed) dual license in mind? Nothing, I suspect, would prevent
somebody saying "this application is GPL, but if you prefer having it
under another license that allows you to distribute/modify it under
proprietary conditions, then you have to XYZ". 

I hesitate discussing whether this would extend some copyleft effects
under the proprietary branch of the license, because this is clearly
outside the discussion topic. I would not commend inserting anything
relating a dual licensing conditions in a license and to call it "open
source" or, worse, to approve it. And for the first part, the GNU GPL
would be untouched, so no need to have a separate approval.
