Yes, the license seems to be fully OSD-compliant.  It would be more  
universal if "Article 5 (Governing Law)" section could be removed, but  
as this license seems to be fairly specific to IPA anyway, that might  
be a moot concern: regardless, I would recommend approval and placing  
it into the "Non-reusable licenses" category....
