For Approval: IPA Font License v1.0

I see positive comments from Bruce Perens, and I hereby add my own
affirmation that this license appears to meet the criteria of the OSD in
letter and in spirit.  I hope that the License Chair makes a favorable
report to approve this license at the next OSI board meeting.
