question before attempting an update on AFL

[CG:] Looking at the recently OSI-approved CPAL license, I disagree, too. 
The CPAL *requires* any CPAL-licensed software with a GUI to include 
attribution information in a splash screen or in the About section. Maybe 
I'm not able to see the difference in my proposal, though.

I understand that the word "obligation" may be too strong. It could be 
replaced with "required" if that makes any difference.
