[License-discuss] What does "appropriate standing" in the review process mean?

As is often the case, writing stuff down helps you answer your own
questions.

I assume that the "by:" field found below on the same page is how
"appropriate standing" is described. Making that more explicit would be
great, for example by replacing "by:" with "The following people have
appropriate standing to submit the request:".
