If you only modify and keep the modifications in-house (in your own systems, whether it's home or at work) but do not distribute to anyone or anywhere you are not required to send back modifications because you do not publish your changed copy.

In Free Software the requirement to send modifications back only applies if you distribute your modifications. And you fullfill the requirement by publishing your modified code/version on your own site.
