It can't be distributed under the GPL, because the GPL requires proper 
and complete copyright notices.  This is in part so that it is clear who 
can enforce the GPL with respect to the various parts.

Removing copyright notices is a very bad idea.

RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
