This is probably the same requirement that you will find in almost every 
proprietary licence agreement for software libraries, and in things like 
the Microsoft Windows sample code.

What they want to ensure is that you don't put a wrapper round the 
library and distribute that as a proprietary version library.  Normally 
it is to stop you distributing it as a s free library, or obtaining 
developer royalties for it.
