Well, it's the 3-clause BSD license with the old advertising clause included, and a patent defense clause appended; it's presumably not mixable with the GPLv2.  If Google wanted to submit it for review, it would very likely be found as compliant with the OSD, but the board might also consider it to be a near-duplicate of already approved BSD license variants.
