Open CASCADE Technology Public License

Hi,
I was wondering if anyone might be able to help in advising whether a
license was classed as open-source or not.
I have been looking at the Open CASCADE Technology Public License
(http://www.opencascade.org/occ/license) but it is not clear to me whether
it is Free (the developers claim that it is 'LGPL-like'). There has been
some discussion on the Debian lists
(http://lists.debian.org/debian-legal/2006/06/msg00222.html) but if
subsequent posts are read, it is still not clear.
It doesn't currently seem to appear on any lists of approved licenses on the
OSI website
One of the issues is to do with an obligation to send changes back to the
original developers, but this only appears in the introduction to the
license and not actually within the body of the license text.
