You need to find someone who is capable of doing so, as you will not be
able to champion the licence through the approvals process unless you
understand it inside out. (There is also a preference that the person
submitting be able to change it in response to feedback, but I think
these licences are immutable.)

Emails are not formal business letters, whatever businesses may want.
RFC1855 says there should be an address here, but, in a world of spam,
that is no longer good advice, as archive address hiding may not work.
