Aside from the fact that this list doesn't give legal advice, I suppose it
depends.  (IANAL).

The basic thing is that open source licenses permit use under all
circumstances and so one shouldn't ever need a EULA per se.

You probably want to seek legal advice given the specifics of what you are
trying to do.  Most of the time, open source licenses amount to a set of
conditions where one is allowed to redistribute/modify the software.  Hence
if they don't agree with the license, they can only use the software.
